WebI’ve heard general rule of thumb is .9 of mid point. My only experience is from being an external hire. I negotiated by just writing a formal counter offer letter that took me from 20% of L3 pay scale to 10% of the top of the pay scale. Mind you I didn't know the pay scale but they accepted my counter.
